Creative Village to Have Its Own Review Committee for Smaller Projects


In November we told you about Creative Village's new Central Park, Gateway Park and Quad Park. These will be what's known as open spaces and public amenities. Doug Metzger (Facebook), Planner III at City Planning Division, Land Development Studio, City of Orlando, presented to the Municipal Planning Board on December 15th that the City of Orlando will be creating a new review body for projects like these and others within Creative Village.

It will be called the Creative Village Development Review Committee. This new board was recommended for approval by the Municipal Planning Board on October 18th and was approved on December 15th. This board will review “presumed non-substantial” Municipal Planning Board and Appearance Review Board applications. Substantial amendments to the Planned Development will continue to be considered by the Municipal Planning Board. 

The following is a definition of what would be considered “presumed non-substantial” amendments to the Planned Development: 
  1. Changes to a development standard contained within the Planned Development, or develop- ment guidelines (finalized streetscape plans, etc), which are consistent with the Creative Village vision. 
  2. Alterations to more accurately reflect the specific location of open spaces, right-of-ways, and any other public amenities. 
  3. Changes that are proposed for inclusion as a “presumed non-substantial” item.
The following is a definition of what would be considered substantial amendments to the Planned Development: 
  1. Projects that are inconsistent with the Creative Village Vision Plan or the Growth Management Plan, and related subarea policies, and any of the following require Municipal Planning Board review: 
  2. Inconsistent with GMP Future Land Use Policy, and associated goals, objectives and polices contained within the Growth Management Plan for the Creative Village sub-area. 
  3. A change that would include a new principal land use not previously permitted under the PD Ordinance or applicant Growth Management Plan policies. 
  4. A change that would alter a land use type adjacent to a property boundary, except for a re- duction in density or intensity. 
  5. Expansion of the Creative Village activity center, incorporating new properties outside of the current Creative Village area. 
  6. A proposed change that increases the land use intensity or density, without a corresponding decrease in some other portion of the project, which results in greater off-site impacts or potential significant and adverse impacts on adjacent land uses or the surrounding road net- work. 
  7. Any changes to the principles of the goals, objectives and policies contained within the Growth Management Plan for the Creative Village project.
The elements of the Creative Village, as cited in the Concept Team Report, include:
  1. Balance of business, residences, education, retailing, entertainment and green space; economic engine attracting companies of various sizes
  2. Larger tech companies
  3. Spin-off & start-up companies
  4. Freelance, contract and complementary companies
  5. Caters to knowledge workers
  6. 24 hour environment
  7. Affordable
  8. Diverse cultures and lifestyles
  9. Street life and urban amenities
  10. Innovative, appealing and functional architecture
  11. Urban density
