Nine months after Barbara Poma refused to sell the Pulse site to the City so it could develop a memorial and the City announced it would not seek eminent domain to take the property from Poma so it could developer a memorial, the Pulse site remain largely untouched and unimproved. In fact the fence seen on the property today is the one erected by the FBI.
On October 9th, the One Pulse Foundation will go before City Council with interim plans it produced for the Pulse nightclub site on South Orange Avenue.
Dix Hite landscape architects and the foundation's task force have collaborated on a vision for the site that replaces the fence with a more durable and artistic one that will incorporate tribute murals, offers more landscaping, enhances the seating on the site, secures the Pulse “sign”, and offers an organized location for people to leave offerings on a small perforated wall structure. Lighting, parking and other maintenance performance standards are part of the package that is also contemplated for this interim installation, as the applicant works on a design competition process for a more permanent monument.
The current proposal is intended to last up to two years, but could be extended by the Planning Official if needs be for up to three 1-year extensions; the time period does not begin until a certificate of completion is issued for the interim improvements.

- Any activity that has the effect, intent, or propensity to draw a crowd, except by permission Demonstrations, rallies, soliciting, flyers, promotion, and any other third party vending Sport activities, including cycling, skateboarding, roller‐blading/skating
- Loitering, littering or smoking
- Use of amplified devices
- Commercial filming, photography, or audio recording, except by permission
- Releasing of items into the air including balloons, lanterns
- Attaching or mounting items to the permanent, original sign
- Attempting to or climbing over the fence
Prohibited items include, but are not limited to:
- Weapons, explosives, tools, and hazardous materials of any kind Paint, spray foam, and other marking instruments
- Alcohol
- Gum
- Glass bottles
- Animals, except for service animals
- Placing candles or votives directly on the ground without a base
