Orlando Community Construction Corporation (OCCC) Formed For the Dr. Phillips Center for the Performing Arts
In February, Orlando Mayor Buddy Dyer, Orange County Mayor Teresa Jacobs and DPAC Board Chairman Jim Pugh announced the formation of the Orlando Community Construction Corporation (OCCC). This new entity will provide governance over the management of the construction contracts, develop a Guaranteed Maximum Price (GMP) for Stage 1 and manage the Owner’s Representative who will oversee the entire construction process for the Dr. Phillips Center for the Performing Arts. The new entity will report to a board that consists of appointees from major funding partners – the City of Orlando, Orange County, the Downtown Community Redevelopment Agency (CRA), and DPAC – and from some of the region’s largest employers and community contributors – The Walt Disney Company, the Orlando Magic and Dr. Phillips Charities.
Today, Mayor Buddy Dyer has announced Orlando Magic President Alex Martins would serve as the Chairman of the OCCC Board.
“Alex successfully led the development of the new Amway Center and I believe his expertise and experience in this area will provide invaluable insight to the OCCC and allow us to develop a plan that ensures the performing arts center is developed in a viable, fiscally-responsible manner,” said Orlando Mayor Buddy Dyer.
The OCCC Board will be comprised of:

As Board Chairman, Martins’ first action was to announce the release of the Request for Qualifications (RFQ) for a firm to serve as the Owner’s Representative for the construction of the Dr. Phillips Center for the Performing Arts. The first course of action by the OCCC will be to approve and provide any amendment to the RFQ at its first board meeting, currently targeted for the week of March 14th. Selected through a public and open process, the Owner’s Representative will ensure the center’s construction will be on budget and consistent with the Interlocal agreement between the City and the County.
"This new board provides an appropriate level of transparency, oversight and accountability that are essential to the success of this important community project," said Orange County Mayor Teresa Jacobs. "Most importantly, it will build public trust."
The OCCC Board will evaluate bids and contracts to develop a construction plan that fits within the budget. As the scope of the final project becomes clear during this process, the OCCC will inform the Central Florida community of the final plans and costs of the performing arts center. Additionally, the OCCC Board will:
-Conduct a series of input sessions with the City and County to ensure the plans are aligned with best practices of both the public and private sector.
-Work in an open, proactive and transparent manner that advances the project and is responsive to public and media inquiries.
-Hold monthly public meetings to review the construction schedule, construction progress and project finances.
-Provide monthly reports to the DPAC Executive Committee and Board.
-The first meeting of the OCCC Board will be announced in the coming days.
