Sexist, Long-Legged Crosswalk Sign

While Orlando has great signage, check out this crossing sign spotted in a plaza in Altamonte Springs. It seems a sexist. Pigtails and a dress? I was a shopper there recently and I had neither. Why does the sign even need to imply a gender?

Also, is the braided shopper falling, dancing, or skipping? Her right leg seems longer than the other.
