With a proposed law making its way through the Senate that would require cruise ships to report complaints and crimes on board, even while in international waters, the four biggest cruise lines have released quarterly allegation disclosures.
From Oct. 2010 through June 2013:
The bill, first proposed by Sen. John D. Rockefeller IV (D- West Virginia), making its way through the Senate calls for easily understandable summaries of rights and limitations before booking a ticket, a toll-free hotline for complaints and other safety measures. Rockefeller has also proposed separate legislation to close the loophole that allows for foreign-flagged cruise lines to pay American corporate income taxes.
All four of the major cruise lines have a presence in Florida with all but Norwegian having cruises from Central Florida's Cape Canaveral.

- Disney 15 incidents
- Norwegian 20 incidents
- Royal Caribbean 91 incidents
