There are over 80 alcohol-serving establishments in Downtown Orlando according to
Ordinance 2015-58. Some of these are clubs, pubs and bars.
Orlando City Council finds that these establishments "are, as a category of commercial use, sometimes used for unlawful activities such as underage drinking and illegal drug use."
They all must close at 2am. However, after-hours clubs that don't serve alcohol can stay open past 2am. The City Council says this, too, causes problems.
So, the city put a "temporary moratorium" on the opening of new afterhours clubs (clubs open 2am-7am) and the expansion or relocation of existing after-hours clubs.

The moratorium runs until November 1, 2016, enough time to give the city opportunity to see if it has a positive effect on the decrease of unwanted behavior.

- The prevalence of nightclubs in some of Orlando’s peer cities (or counties).
- The reported impacts of nightclubs on the public health, safety, and welfare, particularly as it relates to crime and negative effects on surrounding land uses.
- Identify state and local laws (here in Florida and also outside of Florida) currently regulating nightclubs.
- The common business methods of nightclubs.
- Gather and analyze representative studies and reports on the impact of nightclubs on the public health, safety, and welfare.
