The City of Orlando is using unpaid inmates to do landscaping work for the City. They're not paid for their time by the City or the Department of Corrections. The inmates receive what's called "gain time."
The City claims this contract significantly reduces the cost of landscape maintenance throughout the City.
On May 9, 2016, the City approved a contract between the Florida Department of Corrections and the City of Orlando through which the DOC provides two, six-person inmate work squads and two corrections officers to supervise them for 40 hours per week. The inmates assist in maintaining landscape areas throughout the City.
Gain Time: "The department is authorized to grant deductions from sentences in the form of gain-time in order to encourage satisfactory prisoner behavior, to provide incentive for prisoners to participate in productive activities, and to reward prisoners who perform outstanding deeds or services."The City is paying the Department of Corrections $130,244 for correction officer salaries and expenses, but not inmate labor.
