Parramore Oaks on Parramore Ave in Parramore


On August 17th, Invictus Development's Parramore Oaks, LLC  received a Courtesy Review from the City of Orlando Appearance Review Board for  for Phases One and Two of a 211-unit affordable housing project including 178 multi-family units and 33 townhouse units called Parramore Oaks. 

In October Parramore Oaks will be back before the ARB for final approval of Phase One. 

Mayor Dyer announced it in 2016 at the City of Orlando's State of Downtown Address according to Florida Politics. There's a community feedback meeting September 26th at the Jackson Center at 1002 West Carter Street, Orlando according to Orlando Sentinel.

The Parramore Oaks project will provide 211 new housing units in two phases: 178 apartment units in one 3-story and two 4- story buildings plus 33 2-story townhouse units. Phase one will have 101 apartment units and 19 townhouse units. Read more about it here.

Phase One includes Buildings 1 and 2 that front along S. Parramore Avenue between Carter and Conley Streets. Building 1 is 3-stories and Building 2 is 4-stories. Buildings 3 is comprised of 4-townhouse units and fronts Conley St. on the southeast corner of S. Parramore Avenue. Building 4, 8 townhouse units, and Building 5, 7 townhouse units front on S. Parramore Ave. south of Conley Street. 

Invictus must include a tree survey overlaid on the site plan in the ARB Final Review submittal documents for each phase. There are several mature specimen trees on the site, especially around the project edges. ARB Staff encouraged Invictus to use their best efforts to preserve as many of the mature trees as is feasible. Each preserved tree will "enhance the value and aesthetic vitality of the project area." A tree removal permit is required to remove trees. As part of the tree removal permit process the Applicant shall work with the City arborist to evaluate the viability of the existing on-site trees and if any mitigation will be required for the removal of any trees.

ARB staff has long awaited and understands the significance of the Parramore Oaks project. Staff is certain that this project, will be the catalyst for further residential redevelopment in this area of the Parramore neighborhood. 

The project has a contemporary architectural style says the ARB staff that, while not consistent with the prevailing traditional architectural style of the Parramore neighborhood, is well executed and composed. The multi-family buildings and townhouse clusters utilize brick and stacked stone at the base with stucco above. The colors are warm browns and grays. 

Buildings 1 and 2 front the entire length of S. Parramore Avenue from Carter to Conley Streets but their mass is broken-up by deep recesses in the façade and a pedestrian connection to Parramore Avenue between Buildings 1 and 2. The change in height from 3 to 4-stories also adds visual interest along the Parramore frontage. 

Generally, staff is pleased with the architectural design as submitted but has several focused comments on the architecture and site plan.
