The Orlando Venues and Magic are requesting a Temporary Use Permit to allow two temporary surface parking lots on the former Church Street Garage site, part of the emerging Sports Entertainment District. Two lots are proposed: a 133-space valet lot for the Magic for special event use at the northeast corner of Division Avenue and Church Street, and a 30-space parking lot for Amway Center business office uses at the northwest corner of Hughey Avenue and Church Street.
Staff recommends approval of this Temporary Use Permit for a period of two years, authorizing the Planning Official to grant a maximum of two, one-year extensions. The attached memo details the conditions for the required paving of the site and other related issues.
The Magic lot is intended for use during the 2017-18 season to accommodate the special needs of the Magic organization and beyond, which previously utilized area parking resources no longer available, and the Amway Center business office lot is a replacement for the "Blue Lot" on the east side of the Amway Center - which will be inaccessible for a minimum of 14-months while Hughey Avenue is closed to traffic while the overpass westbound 408 flyover ramp is under construction as part of the Ultimate I-4 project.
The property is formerly City owned property, subject to a Development Agreement entered into between SED Development and City in November 2014. The site itself is the subject of a mixed-use development, the Sports Entertainment District, which is intended to provide office, hotel, convention, commercial, parking and multi-family uses.
Due to the interim nature of preparing the site for development, the supply of parking in the area available for these specific uses, and further needs to provide phased construction activities for the SED site, it is necessary to provide temporary parking on the site at this time. The site is zoned Planned Development in anticipation of the new development.
Staff recommends approval of this Temporary Use Permit for a period of two years, authorizing the Planning Official to grant a maximum of two, one-year extensions. The Planning Official has previously granted a Temporary Use Permit for the first six months of operation of these lots, in order to get them up and running to meet the time constraints of the opening of the basketball season.

The original Planning Official’s temporary use permit was approved on September 20, 2017; thus, permits are required to be secured by December 20, 2017, and improvements completed prior to March 20, 2018, and shall carry forward with this proposed City Council approval. Failure to meet the timeline results in the nullification of this temporary use permit, and improvements or use of the lots shall cease.
