Orlando City Council approved amending the City’s Growth Management Plan and Future Land Use Element which included changes involving the Virginia Drive/Lake Highland Transportation and Land Use Study
  1. Language will be changed regarding Subarea S.13.14 to read "Brookhaven Drive is envisioned as a low speed street to provide primary access to larger projects, transit routes, residential development and parking areas. The improvements shall include on street parking, wider sidewalk on the north side, street trees and streetscape amenities." This will promote redevelopment and increase compatibility with the surrounding Park Lake/Highland and Lake Formosa neighborhoods. 
  2. Move the boundary of subarea policies 7 and 14, as depicted in Exhibit A,
  3. Change the boundary of subarea policy S.14.14, as depicted in Exhibit B
  4. Add subarea policies S.13.8 and S.14.16 and describe both as follows: All development in this area shall be consistent with the recommendations and guidelines of the Virginia Drive/Lake Highland Transportation and Land Use Study.
In non-laymen terms: "Subject: Ordinance No. 2018-2 amending the Growth Management Plan by amending Future Land Use Subarea Policy S.14.13, creating Future Land Use Subarea Policies S.13.8 and S.14.16 and amending the boundary between Subareas 7 and 14; in accordance with the new Virginia Drive Special Plan Overlay District. (Virginia Drive SP). (Economic Development)"
